I think yes because this days animation is having impact on children. These children are our future. And if our future is being diverted from their path then it is necessary to make them return to the path. It simply means that they should not spoil their studies for watching animated cartoon and all sorts of thing, sometimes its good for their refreshment but not for hours and hours.
