Fraternity is mainly into brotherhood and sisterhood. Meaning, in joining in that group, the objective is to help the members of the group. Each members should help one another. This group, of course, has rules and these rules could influence each member of the Fraternity. By then, before a person should engage in a fraternity, he must be able to visualize if these could really help him. Some fraternities are not into the welfare of the group. They treat this like a battle group in which different fraternities engage in fighting, war and killing the members of the other group. This may somewhat resulted from fame ad jealousy. Thinking that their group is cooler than the other or one of the member of the group had misunderstanding with another person who is a member of another group also.

In their rules, some have to be paddled before they can be considered as a registered member, testing if he\she is firm enough to stand and help the group against the other group. This is just an overview of what some fraternity is.

In relation to the objective of the constitution, if it's into teens then allowing the different group to voice out about how and why are they engaged in this fraternities may help a lot so that the government might be aware of the current phenomena about teens involving in these so called "frats". As what I have said earlier, fraternities are into influences then, these may be helpful to determine how to solve the problems about some "frats".
