In the US it has to be 13'6" or lower in order to pass under bridges on the State Highways.

In Canada, the legal height limit is 13'6". There are special permits which allow for slightly more, but because of bridge heights, they aren't much.

Are you under a preexisting legal duty not to kill people?

It depends on how the question is understood. Legal duties are a societal construct. As a result, if there are no societies (i.e. the state of nature) no legal duty can attach. However, most people are born within various different countries or subject to the governments of distant countries. Those governments have laws proscribing murder and, as a result, create a pre-existing legal duty for their citizens to not kill people.
