If this is a Cadillac in the engine compartment there will be a fuse box with fuse named HVAC Blower.
i cant tell you how to but you can replace it with a carburetor
mor vehicle info would help, but blower motor can be shot without blowing fuse
sounds like the blower motor switch; since it is working at the lower speeds I'm guessing, then it's not the resistor (if the resistor was gone then it wouldn't work at all). Got a question for you in return. where is the freaking blower motor at on one of those. cant find mine to save my life.
The blower motor is behind the glove box. 3 screws below the glove box to expose the glove box bracket then 2 more to take the glove box off.....its big and silver...cant miss it!

heater core is behing the dash on the passengers side and the blower more same side but under the hood up against the fire wall. Its round you cant miss it.
Under the glove box. Remove the glovebox and you cant miss it...connect to the harness. Attached with 2 screws.
first check all fuses related to the AC system. i think there are 3. if you can hear the blower motor from inside the car when the air is on, it is most likely the vacuum line from the intake manifold is off or broken. it is the rearleft most line coming off the manifold if looking from the front of the car. if you cant hear the blower motor, either the switch or blower motor are bad. it is most likely the fuse or vacuum hose though.

the problem may be the blower control module.it is located under the hood by the blower motor itself,on the right side.it has a wirer connector plugged into it.remove batt connection.then remove module by removing the two small bolts.look at module one of the coil windings will be bad,if so replace module.
