There is a idle screw above the gas lines. Turn that out 2 1/2 360 degrees
It would be better to turn it counter clockwise 1/2 turn at a time and see if it starts and runs. By turning it out 2 1/2 turns right off the bat, you could flood it.
If none of that works you may have to clean the carb, flush the fuel tank and lines and replace the fuel filter.
Try releasing the parking brake.

check the carb...then adjust the valves...
it could be alot of this, a full tune up would help and i would check your fuel pressure regulator, your camshaft posistion senser. or your coil.
try to turn up the idol screw if you have one and push the choke in as soon as it starts but keep gas on the hand accelerator
Does it have a choke? get it fixed.
When you say the engine will turn over only when in choke, I assume you mean it runs while chokedand then dies when you let off the choke. Check the fuel filter,the air filter,makecarburetor adjustments if necessary and ultimately, checkthe throttle linkage.
If a car starts and then dies, it is possible that poor quality gasoline is being used. Another problem may be that the engine needs new spark plugs.
It's probably your IAC.
If you are saying the engine starts and runs for 15 seconds and dies and then starts again for another 15 seconds and dies . . . the distributor seems to be doing its job. You might want to check if there is a fuel restriction somewhere (filter or pump).

If the engine light is coming on at the same time as it the engine dies and I am guessing it starts again. It may be your electric fuel pump. You left too little information about the sympton as it could be a number of things. The check engine light will come on if the engine dies. it could be your o2 sensor
A Jeep Grand Cherokee that starts and dies might have a problem with the choke. Depending on how new the vehicle is, there might be a sensor for the choke that is not working properly.
replace your crank sensor....or when it dies dump cold water on it to see if it starts again
try replacing the fuel pump Randy
