In Ontario (Canada) the law states that under the age of 12 or under a specific weight (?), the child must be in the back seat, due to Air bags.
My 2cents: It is also safer for kids to be in the back seat, in the event of an accident, they are protected by the back of the front seat, rather than hitting the dashboard or windshield.
No special law exists to children riding in the front seat. Texas requires all children under 8 years of age or under 4'9" to ride in child safety seats. Texas law requires front seat occupants drivers and passengers to be in seat belts.

There is a new law that goes into effect September 1, 2009 that prohibits children under the age of five from riding on motorcycles.

There are probably good reasons why there is a rule saying that you have to ride the elevator with an adult if you are under the age of 16. There might be a safety reason, such as an elevator that is not completely enclosed. The elevator may be located in a building that has restrictions such as no children under the age of 16 may live in the building. Or that children under the age of 16 must be supervised by an adult, etc. Maybe children under the age of 16 have caused problems in the elevator so now all children have to be supervised in the elevator.
