The problem is not population itself; the unregulated, organic growth of the city is. People have arrived by the millions to Mexico City since the last half of the 20th century, but many of them settled on poor, irregular settlements known as ciudades perdidas (lost cities). These settlements lacked many basic services such as water, electricity or police patrolling and strained already limited resources for the rest of the city's population such as the schooling, transportation and sanitary (garbage disposal) services.
To decentralize the Mexican government. See, Mexico City is the economic, political and cultural capital of Mexico, and all branches of government have their headquarters installed in Mexico City. This includes many institutions that could be moved to another state, such as Pemex. This would prompt their suppliers to leave the city and in turn, would allow for a smaller population.
Mexico is not overcrowded; its population density is comparatively much lower than that of other countries, especially those found in Europe or Southwestern Asia.
The problem is haphazard, messy growth. It resulted in some areas of the country without adequate transportation, utilities and other services, such as good police coverage due to waves of squatters settling in undeveloped areas on the outskirts of major cities.

Population by itself is not an issue. Overcrowding and disorganized population growth without enough economic growth IS the issue. One of the areas most affected by this issue is the Valley of Mexico, where greater Mexico City is located.
