I believe it is around 35-45 lbs. It actually increases upon acceleation but should not go down under 35lbs. There is a fitting to attach a fuel pressure gage near the MAP sensor which is locted on the passenger side towards the rear of the plenum. Just ahead of distributor.

Stock base fuel pressure is 42 psi. This is the pressure when the vacuum hose is removed from the fuel pressure regulator. The vacuum hose must be plugged when its removed from the regulator.
it could be the tps sensor, map sensor, idle air control vavle, in jection problem, or something simple as a fuel fiter dirty, check the fuel pressure with a fuel pressure guage that you can pick up at any auto parts store
