This is a misconstrued question, as Congress is the legislative branch of government, separate from the Executive Branch of Government, headed by the President of the United States.

There is no executive branch of the Congress. There are leaders of Congress, chosen by their respective parties, but they have no Executive Authority, only authority given under the United States Constitution, Federal Law and statute or House or Senate Rule (or even party rule).

The head of the US House of Representatives is the Speaker of the House. The Speaker is elected by the 435 voting members of the House and usually belongs to whichever party holds the majority of seats following the last general election.

The current (2013) Speaker of the House is Republican John Boehner of Ohio.

No one person heads the US Congress, since it is composed of two equal houses - the US Senate and the US House of Representatives.

As specified in the Constitution, the Vice-President of the United States serves as the President of the Senate, and is thus the "head" of the Senate, presiding over debates and casting tie-breaking votes.

The Speaker of the House of Representatives is the "head" of that house and is elected by the House Members.
