If you care about torque specs, go to your nearest Auto-Zone and spend $20 on Haynes manual #36071. It covers 1993 to 2008 Rangers and Mazda B-series trucks. Each chapter has torque specs for all bolts in that chapters topics.

2008 Honda Civic lug nut torque specs are rated at 80 foot pounds. Improper torque set on a Civic can lead to the bolts seizing.
2008 specs are as follows. 1999 should be close or identical: 40.00 Nm (4.1 kgf-m or 29.5 ft.lbs) @ 11500 RPM
