yes, they are legal, true dual pipes are the best type of pipes that you can buy. compared to "single and a double pipes" which aren't loud at all. of course there are straight pipes which have no cat converters, but those sound like crap. so basically if you have true dual pipes you have the best money can buy

If the overall dimensions are correct with two radiators you can use the automatic radiator to a manual tranny car. Those two extra pipes are for the transmission fluid cooler. You have to block those two pipes, or connect them. I used my manual '89 Escort more than 3 years with an used radiator which came from an automatic car.

Old school we used dual pipes on for each side of the v-motors... now manufactures put dual tail pipes to control back pressure of the higher output smaller motors ... oh and dont forget the converters ...
No they can have a crossover pipe joining both sides together. Then one pipe running back the auto.

On my 1991 Ford Eplorer v6, both pipes coming off the exhaust manifold join together then behind that there seems to be two catalytic converters inline one after the other.
its in the engine bay at the bulk head ,two heater pipes come off engine to it easy enuf to change really common fault
