Does this fuse "blow" only when turn signal is activated? one side? or both sides?
If the fuse blows only when activated on one side remove the light sockets on that side to see if fixture is damaged (water or mechanical) or "shorted" to ground, check and replace bulbs on that side (sometimes although rarely they can short internally).
If fuse blows when turn signal is activated on both sides, possibly a "short to ground" circuit in the steering column.
Could also be a shorted turn signal flasher, but again rare.

Very likely it's the turn signal switch.
check the bulbs on the side that does not flash, it's quite possible one is burnt out

I would be suspicious of the bulbs you're using.

Maybe a short somewhere...did you replace the flasher unit? No - it was blinking spuradically(?) - now I have to blink it manually and it won't blink at all with lights on.

No! a 1987 cutlass is rear wheel drive, the van is front wheel drive....wrong offset.
There is something wrong with the compressor or there is no refrigerant in the system. Have it checked out. Goodluck Joe
