2.3 liters of VW G51 synthetic Manual Transmission Fluid (75W-90) as per Bentley manual. The book also says, check with the dealer for the latest fluid.
If you're buying aftermarket, you're better off with API spec GL-4 (NOT GL-5 nor GL-4 & 5 combo) 75W-90 MTF fluids (NOT Gear Oil). You could get Amsoil MTG, or Redline MT-90.
I have a 99 jetta, and you are unable to check the transmission fluid on your own. You will have to take it to a service station where they will check it for you for free.

It don't have one. It is filled for "lifetime" with very special and expensive transmission fluid.

CHF11S type power steering fluid is recommended for the 1995 Volkswagen Jetta. Make sure not to overfill the fluid container.
I am an owner of a 2000 Jetta and I've wondered the same thing...as far as I can tell by the owner's manual the Jetta does not use "power steering" fluid it uses "hydraulic" fluid (Pentosin CHF 11S Synthetic to be exact). Have to have a computer OB VAT Tool or Volkwagen dealer only check. The other way is to check the fluid when the engine is warm . There is a plug on the side of the transmission pan.
