The "propellers" mounted on these devices are known as Ram-Air Turbines, or RATs, and are usually attached to a hydraulic pump or electrical generator within the aircraft.

The EA-6B "Prowler" is normally equipped with at least one RAT attached to an electrical generator, which supplies power to its extensive Electronic Warfare suite.

The KC-135 "Stratotanker" can be equipped with MPRS (Multi-Point Refueling System) Pods, which have RATs attached to fuel-utilizing hydraulic pumps. This "fueldraulic" system is what allows for the full operation of the Pods.

There are numerous other military, and even civilian aircraft that utilize RATs, either directly, or for attached equipment.
