I believe Rhode Island was settled on the basis of Religious freedom, you didn't have to conform to one religion set by the colony.

When Rhode Island was founded in 1636, Roger Williams allowed complete religious freedom for everyone. It was actually the only colony where an atheist wouldn't be hanged just for not believing in "god"
