The Chevrolet 4.3 liter engine (SPID code L99) is a smaller displacement variant of the fabled LT1. Like the LT1, it is a Generation II engine, which means it has the reverse-flow cooling system and the OptiSpark distributor which runs directly off the crankshaft. The heads and block are cast iron and are of the Vortec design, and the intake manifold and fuel injection system are essentially identical to the LT1.

From a performance and reliability perspective, the engine is solid. Two points of criticism are (1) the OptiSpark distributor is prone to issues due to its location behind the water pump, and (2) the heater core tends to clot up because of a factory-installed additive in the cooling system.

Due to its smaller displacement, the L99 has a "cammy" feel to it, in that it feels somewhat weak off the line, but as the RPMs rise toward redline, the engine livens up considerably. The LT1, in contrast, feels responsive throughout the power curve due to its additional torque. (Remember, you may buy horsepower, but you drive torque.)

Compared to the LT1, the L99 gas mileage is not nearly as impressive as might be assumed. I've achieved 27+ highway MPG out of my civilian Caprice that has the L99, but I get 25 highway MPG out my 9C1 (police-package) Caprice that has the LT1. Both get around 18 to 19 MPG around town. Considering the "kick" that the LT1 has, I prefer larger displacement.
