To legally drive a 125cc motorcycle anywhere in the U.S. you need a class M drivers license. In the UK, you can use your car license with L plates, but you have to complete the CBT every two years.
Tennessee requires many motorists to carry a valid license on them anytime they are behind the wheel. If you are driving a 125 cc scooter though you do not need a special license if you already have a valid driver's license in the state.
If you have a full unrestricted license or a <25kw (33bhp) license you are allowed to take pasengers. a provisional license with L plates on no more that a 125 isn't

You can't buy it because you have to insure it and license it, and to do that you need a valid drivers license. You can however have one of your parents put the title and insurance in their name until you get your license.
For a motorcycle to be registered to be driven on the road, it needs to be 125 cc or higher.
The RS 125 motorcycle is manufactured by the Piaggio company. Most RS 125 motorcycles are replicas of street racing models, but feature a less powerful motor.
