Vinegar (CH3COOH) and baking soda (NaHCO3) combine to form (I don't know the names) CH3COONa + H2CO3. The H2CO3 decomposes into carbon dioxide and water. (CO2 + H2O).
It's alot milder than regular vinegar so I don't know... the only way to find out is to try.

It works because the vinegar and baking soda cause a chemical reaction with each other, and they cause it to fizz and foam. So in short, baking soda would cause it to "blow up." If you were looking for a different answer, I really don't know.
