Rove used the tactic of the "student deferment"-- if you could prove that you were attending school full-time , you got a 2-S classification, and you could complete your studies. Questions have been raised, however, over whether Mr. Rove was really attending school full-time; there is some evidence that he was in fact not a full-time student at all. However, for reasons that are still unclear, he seems to have gotten away with it.
