In most wars, there isn't a specific time one can point to and say "the war started then". This is particularly true in conflicts involving more than two nations.

If you absolutely have to pick a specific time for World War I, you could do worse than choosing June 28, 1914, at approximately 10:45 AM local time in Sarajevo, which is when Archduke Franz Ferdinand and his wife were assassinated. Austria-Hungary issued an ultimatum to Bosnia as a result, and when Bosnia didn't comply with every provision of the ultimatum, this becaume a causus belli, and a complex web of alliances, treaties, and national rivalries eventually added Germany, Russia, France, Britain, the Ottoman Empire, and Japan to the mix.
