For a country to even be considered a candidate to join, they must be seen as a European or Europeanized country by the current members. For example, the US, Canada, Israel, Australia, and New Zealand could join for this reason as they are seen as Europeanized. However, China, Japan, India, and Uganda could not join as they are not seen as Europeanized. If they pass this "step", then they must swear to protect Europe and stand for everything Europe does; their primary goal is to protect and stand for Europe as a whole. This is usually done before becoming a candidate as well as being admitted. After this the process of candidacy starts.

A country must first fill out an application which must be accepted by the Council of the European Union. Once accepted, the country goes on to being a candidate, where there are negotiations and talks about joining. If voting goes in favor for the country, the country will then acceed into the European Union and become a member.
