I would check your fuse panel. There might be more than one blown fuse as power windows shouldn't be on the same circuit as the radio/clock.
Another more annoying possibility is a short in the ignition so that the car doesn't know its on. My Grand Am one night, would drive, the dash lights worked, the door locks worked, but my a/c, blower fan, heater, windows, radio and a few other things didn't which was bad because it was summer. Ended up being the ignition short mentioned earlier.
But go for the cheaper option first, check your fuses. You can look in your owners manual to find out which ones do what. If you don't have the manual, just check them all.

Check all the fuses.. My power locks, radio, dome lights werent working. I looked at the "Radio-CLock" fuse it was good. I checked the others and and "Aux" fuse or seomthing was bad.
On a 1999 Honda Accord you can pop the clock assy out and replace the samll bulb. It's Sunday so the dealers are not open and I'm searching for the bulb now.
You turn the clock adjustment knob without pulling it. TO adjust the time you pull the knob and turn, to adjust dash lights you just turn knob.
From the information provided in the question, we can only conclude that something broke. Check dashboard fuses.
If ALL dash lights don't work turn the headlamp knob clock wise or counter clock wise. If that isn't it check for blown fuse. If all fuses are good, replace headlamp switch.
I don't know but by clock is gone all haywire too. I'ts on but unreadable. I havn't been able yet to find a replacement one yet.
The 1999 Chrysler LHS dashboard clock fuse can be found in the fuse box. The fuse box can be found in the engine compartment. The location of the fuse will be listed on the inside cover of the fuse box.
The clock is in the middle of the spedometer in the middle of the dashboard.

Most likely the bulb has blown. you need to remove the clock and two bulbs in the back (halfords 509t) to remove the clock. take out the two blower vents. there are two screws behind undo these and the clocks off. sam
There's an assembly attached to the top portion of your dashboard. It contains a clock, some levers and below the clock, three red lenses for lights (Door Ajar, Low Fuel, Flasher). Next to the clock is the switch for the flashers. Turn on the flashers and the light should come on.
