A. There is no "Cruise Control Relay" per se. The power for the cruise control comes through fuse #14 in the fuse box. From there it goes to the Cruise Control Switch. However, the Cruise Control Module is above the Fuse/Relay box, behind the dash board. There is a special cruise control tester, VAG 1466, that Volkswagen plugs into the system to pinpoint malfunctions. I think it would be worth the money to just have Volkswagen check the system if you find the fuse is not the problem.

I had the same problem on my and my sister-in-law 98 Jetta. It is the control box for the cruise control. You can look at eBay but I think there was known problems with them. I had mine and hers rebuilt for about $90/each and has been working flawlessly for 2 years. http://www.autoecu.com/ The replacing took a little time maybe 45 minutes you have to pull the light switch on the dash and vent. There is only one bolt but a little hard to get at. You have to send them yours and they will send you one already rebuilt. You will also need the number of the controller to confirm with them.
