On October 29, 1860, Winfield Scott, the general in Chief of the US Army, warned by means of a memo President Buchanan, that the forts held by
the US government in the South should have been reinforced in order to prevent them from being seized or attempted to be seized by Southern
hotheads.
Buchanan decided that such measure would be provocative, but he then changed his mind and gave permission to Scott to proceed with reinforcing Fort Sumter. As known this attempt was repealed on January 9, 1861, by South Carolinian guns, but Scott moved also to reinforce Fort Pickens Florida and made sure that a copy of the aforementioned memo reached Lincoln's hands, before his inauguration.
The incoming new executive was grateful to Scott for that initiative and Lincoln made up his mind toward a line of firmness to face the problem.
