The US policy of containment held that they would not allow Communism to spread beyond the places where it already existed. When the UN troops crossed the 38th parallel they could no longer claim that they were following this policy. It appeared that they were 'rolling back' Communism. They came very close to the Chinese border at this point. China got involved to protect Communism in their own country but also in North Korea.
Truman inherited it. Communism existed well before WW2, and well before Truman became president. FDR and his vice president (Truman) knew they might have to fight the Communists sooner or later. As it turned out, Truman ended up fighting the Communists 5 years after FDR's death (President Roosevelt died in May 1945). Truman STARTED his policy of containment because George Keenan (our diplomat in Moscow) sent him a message outling the way that the U.S. would be able to contain communism in the Soviet Union. The policy of containment was based off this first outline and it was initiated because we believed that if not stopped communism would take over the world slowly but surely, look at our belief of the Domino Effect in communism.
President Truman believed the US needed more than a "get tough on the Russians" policy following the war. Russia's history was one of expansion as much as possible and the Soviet Union was following that same idea. Because of the desire of the Soviets to expand westward, and the fact that Stalin had a pathological mistrust of the US, it would be impossible to come to a peaceful settlement with the Soviets. Thus, the policy of containment, developed by George F. Kennan of the State Department, was adopted by the Truman administration. The policy would allow communism where it already existed, but would use all force necessary to prevent any further expansion. In other words, communism would be "contained" where it presently existed. The Doctrine was first used in support of democratic governments in Greece and Turkey.
Truman wanted to "contain" communism, that is prevent it from spreading, but leave it be in countries where it already existed. MacArthur wanted to destroy communism by attacking any and all countries where it existed.

The first test of Eisenhower's new policy to contain Chinese communism was the Formosa Straits. This was a conflict that occurred between the Republic of China and the People's Republic of China.
The US. adopted a policy of containment towards the spread of Communism. Which in summary means that the US. exercised a policy to stop the Communism movement from spreading into new countries and to contain it where it was at the time.
Diplomacy at all costs is not part of the Bush doctrine of foreign policy.
