If you have a test light or ohm meter check power to starter. If the test light does not turn on or ohm meter does not read battery voltage then you have either a bad ignition switch (electrical harness end that's attaches to the ignition cylinder) or bad starter relay. If voltage is fine then there is a possiblility it may be a starter concern. Part stores such as Autozone can check it for you.

Check the shift unlock solenoid. The solenoid is known to go bad and cause this issue in a tracer.
