This might help you a little bit,I have a 96 Cherokee that dose that, took it to shop still having problem your flywheel may be the problem you starter maybe in a dead spot on your flywheel(Missing a tooth)

I am doing it right now actually. Remove the dust plate (I am installing a new transmission), and get the bolts on from the front. Facing the vehicle, the biggest opening will be on the right side. It's not easy, but it has worked for me many times. Good luck
NO. it is not inside the engine. 2 bolts will release it from flywheel. Follow positive battert cable to starter.
It has a chain with a cam gear and crank gear.
I'm going to go with the alternator here.
