FDR was able to resurrect our economy by raising taxes on the rich (winners) by up to 91% and redistributing it to the poor (losers) thus keeping all in the game. Many people if they are homeless could possibly have a mental illness and be literally unable to ever hold a real job or at least not a high paying one. They can seek help and advice from homeless shelters, churches and other charitable places. They could help themselves by going for the dole(government unemployment benefit) and not waste it on drugs and alcohol which is probably what got them in the trouble in the first place.
