There are at least 5 states where a debt collector is prohibited from speaking to a spouse: Iowa, South Carolina, Massacgysetts, Pennsylvania, and Connecticut. With Iowa there is an exception, however. If the debt collector is initiating contact then they can't speak with them but if the spouse is initiating contact they can.

There are only nine CP states and they are: California Idaho Louisiana Nevada New Mexico Texas Wisconsin (this state is not considered a "true CP state" in regards to the way the laws for marital debt and/or assets are determined.)
Depends. If the debt (usually credit card) was sold then no. The original creditor will then have nothing to do with having the debt returned. Non-purchased debts can be returned to the creditor depending on the contract they have with the collection agency.
