I would start with some simple investigation at home. First, examine the skin and fur over and around the lump - is there redness, a watery or snotty-looking discharge, a loss of fur? These would be indications of infection, which should be looked at by a veterinarian since the meninges of the spinal cord do extend into the tail for some way. Second, see how the cat is holding the tail - is there evidence of pain (you can try gently applying pressure, but be wary because you may get a handful of claws if it really hurts), a change in how the tail is positioned? This may indicate a bony injury, which may benefit from some pain medication but otherwise should heal on its own. Third, does it look like the lump is new, or could it have been there for a while and you simply didn't notice it? An old injury, or a slowly growing tumor (rare, but possible), may be the cause.

Provided there are no signs of infection, you can probably wait this one out a few days and see what happens. If it gets worse, or you are worried about cancer, make an appointment with your veterinarian.
