At that point in time, Mexico was one of the only countries mass producing oil - the next big thing after coal. Just before WWI, Germany was looking for an ally to oppose the US, and agreed to exchange weapons for oil. President Wilson, who was not fond of Mexican president Huerta because he overthrew the preceding government by killing the president, had an arms embargo between the US and Mexico. He tried to block the cargo ship Ypringa, which was carrying weapons from Germany, from entering Veracruz, starting a skirmish at the Veracruz Customs house. Approximately 25 Americans and over 100 Mexicans were killed, almost starting a war with Mexico. It was determined that the US had no jurisdiction or right, in international waters, to block the cargo ship. The US basically had to apologize to Mexico, and prevent the war. The cargo ship ended up at another port and the weapons made it to Huerta's forces, anyway. Ironically, the cargo ship was carrying US made Remington weapons that had been sold to Germany, which in turn, sent them to Mexico.
