Sorry, but it takes more than 1 person to be a town. A council must meet regularly, a levy must be certified each year, and public services must be provided for a town to be considered functioning. I'm sure there's lots of "used-to-be" towns that have a population of 0, but the smallest "functioning" City in the USA is Tenney, MN. (they also have the largest tax capacity per-capita of any city in the world; thanks to the town's only remaining industry)
