Call your local VW dealer who will tell you there is no need to change the fluid as it is a lifetime fluid. But be persistent and ask what fluid to use. I would tell you what I think it uses but as VW uses 2 different fluid based on if it is Triptonic or not, I will not. I might be wrong and I cannot take that chance. To change the fluid look at the link I will post. it is not as easy as you may think on your VW.
Type f ATF is highly friction modified to allow more clutch slipping, and converter slipping, than regular ATF. You can use newer fluid in older tran but you can not use older fluid in a new trans.
The VW Beetle does not have clutch fluid. There is not any fluid associated with the clutch. The transmission has transmission fluid.

If an auto, check for stamping on the dipstick. They probably were using ATF+4 by then. By certain on the correct fluid as ATF+3 is different than ATF+4. ATF+4 is a synthetic. Dan the tranny man. Many automatic transmission do not have drain plugs. You drain the ATF by removing the transmission fluid pan. If you are changing the ATF, you should pull the pan anyway, to replace the ATF filter. You will also need a new pan gasket.If there is an ATF drain plug, it will be located in the transmission fluid pan, on the bottom of the transmission.
For an automatic transmission, check the fluid level on the ATF dipstick. Refer to your owner's manual for the location of the dipstick.If the level is low, use a funnel to add more ATF by pouring it into the ATF dipstick tube. Be sure to use the right kind of ATF. The new "D/M" ATFs can be used in most cars.
