Septimius Severus used sections of the military which were loyal to him to enforce his autocratic control over Rome. He disbanded the Praetorian (Imperial) Guard and reconstituted it with soldiers loyal to him. He created three new legions and stationed one of them (drawn from loyal soldiers from the River Danube area) at Albanum (Albano Laziale) near Rome to control the city of Rome. This eliminated Italian military influence in Italy. For his administration he relied on men drawn from Syria (the home of his wife Julia Domna) and from his native Africa (western Libya and Tunisia). He widened the powers of military officers giving them civilian which had been within the remit of the senate. He increased the pay of soldiers and offcers.
Septimius Severus had the supporters of the two men he fought civil wars against (Priscennius Niger and Claudius Albinus) to retain power executed. He also weakened the power of the senate, executing many senators and replacing them with his favourites. He used the property confiscated from the executed man to fund a private imperial treasury separate from the state treasury. From then on financing of expenditure from the state and imperial treasuries became blurred.
