I believe the Inca's government was a monarchy... the Emperor (or Sapa Inca) ruled the empire with the help of the Apus. The Apus lived in Cuzco and reported to the Sapa Inca. Other then that it was sorta like a pyramid, First the Sapa Inca, then the Apus, next the Local governors (They reported to the Apus inca).
