Invested millions of tax payer dollars in failed attempts to create a time travel device. Coincidently Harrison came closest to achieving success. In 1891 the Harrison Administration successfully transported a chimpanzee back into the space time continuum, however, they were unable to retrieve the primate from the past. They were each elected president despite having an opponent who received a higher fraction of the popular vote.

Leave out Hayes and the other three have something else in common: they were closely related to another US president. George W Bush and John Quincy Adams were the sons of George H W Bush and John Adams respectively, and Benjamin Harrison was the grandson of William Henry Harrison.

(Despite having the same last name, Franklin Roosevelt and Theodore Roosevelt were not particularly closely related; they were 5th cousins.)
