When General Grant took command, the Union Army was still exchanging prisoners of war. This allowed each side to return their men to their country to fight again. Grant knew that the Union had more men and could produce more weapons than the Confederate. So he ended the prisoner exchange. This of course resulted in more men held in prisoner of war camps and creating problems for both sides, resulting in many deaths in these camps---both in the North and in the South. Grant also pressed his troops to stay on the attack. In some battles, his casualties were very high but he still knew that the Confederates could not replace their losses as easily as the Union could. Grant used General Sherman to force the war onto the civilian population and the industrial centers of the Confederacy. This was a new concept to most commanders. It is important to note that the conduct of the US Civil War, was just as much as a political one as it was a military one. This fact tarnishes many of the important players in the War, including President Lincoln.

Before Lincoln appointed Ulysses S. Grant to the position of Lieutenant General, Lincoln made sure that Grant had no political ambitions. This was because the new position had the ability to make anyone holding it a potential political threat to Lincoln's 1864 election campaign. Once Lincoln was sure that Grant had no political ambitions, he appointed him the Lieutenant General position. In this role, Grant reported directly to Lincoln.

Additionally, Lincoln helped Grant before his appointment, by calling for the conscription of 500,000 more soldiers.

It is also important to note that like McClellan and Lincoln, Grant came to an early understanding that it was a necessity that all the Union armies needed to work together in order to defeat the Confederacy. The eastern and western Union armies needed to support each other's efforts. Because of their failure to do this, it allowed the Confederacy to take advantage of this and allowed the South's forces to move their interior lines to mass against the Union's weakest points.

Grant was also convinced that there would be no lasting peace until the military power of the South was entirely destroyed. His strategy was to combine the political and military necessities of winning the war into a concept of using massive offensive attacks to pin down the South by using multiple and simultaneously moving prongs intended to nullify the South's ability to use their interior lines to mass against individual Union attacks.
