Hoover was outstanding as a mining engineer, not only the technical side but the business side. He was excellent at organizing and administration large-scale projects and operation. He also was a man of great personal integrity, character and honesty. (not a typical politician.)

Times were really bad and Hoover had a conservative philosophy of government which did not allow any quick government intervention into the economy. Also he was not particularly charismatic as a person, despite his demonstrated brilliance in engineering and business. Consequently he is blamed for the depression and his successor, Franklin Roosevelt is considered a hero for getting the country out of it. Bottom line: Hoover was far better as president than his usual reputation.
