His goal was to end slavery forever in all parts of the United States.
But, Lincoln wanted the North and South to come together in peace after the Civil War. On December 8, 1863, Lincoln issued his Proclamation of Amnesty and Reconstruction.
First, he offered to pardon to any southerner who would take an oath of loyalty to the Union and agree to accept all presidential decrees and congressional acts relating to slavery.
Second, when ten percent of the people in a Confederate state who had been eligible to vote in 1860 took the oath of loyalty, they could organize a government, elect representatives to Congress, and consider themselves restored to the Union.
