By not honoring Roosevelt's (FDR) commitment to Ho Chi Minh to end Imperialism in Asia. This allowed France to continue to occupy Vietnam after WWII creating the need in Ho Chi Minh's mind to go to war with the occupiers. Once France gave up, the USA stepped in against France's warning that North Vietnam's infiltration of South Vietnam had progressed too far and now the war was no longer winnable.
