James Madison. he wrote the whole bill of rights!

Edit: James Madison certainly did write the constitution and I am not accusing him of plagiary when I say that it was not his idea. He did write the whole constitution as it is today, but it was proposed initially by somebody who opposed the constitution without the Bill of Rights so Madison, urged and ultimately convinced by his mentor Thomas Jefferson, Wrote the Bill of Rights.
