His plan was to create more jobs for America, this way, it would giver workers money to pay the government, epecially in private practice (e.g. private doctors, lawyers, etc.). This is actually a good idea to get us out of our depression.

The New Deal
The new deal was simply a group of federal programs in which the unemployed were returned to work via government funded jobs. These program bore letters like CCC, TVA, WPA, NRA etc. Many were in fact structured after and ran with the military personnel. Pay did vary with skills. However friends of my father which did work for the CCC and WPA here in Kansas earned 25 dollars a month of which they were required to mail 20 dollars back to their families.
I have my father's form sent from the NATIONAL UNEMPLOYMENT CENSUS so he could "file" it was to be returned by Nov. 20th 1937. That's about 8 years after the crash.
While all these programs were to put men back to work. It was only a temp. solution until private industry would pick back up. It never began to get us out of the depression. It took a world war. Instance need for man power, industry. Countries debts were forgiven or not paid (due to the country now being the enemy).
F.D.R. had a variety of plans to end the depression like the new deal, N.R.A. just look these up, well the N.R.A. was actually declared unconstitutional by the supreme court and he built a couple corporations and associations to help the great depression.

The Depression did happen during President Roosevelts' presidency, but it had started four years before his presidency, under President Hoover. Both president Hoover and President Roosevelt initiated public works and legislation aimed at creating jobs and getting the economy back on its feet again. This started to take effect in 1934 and worked until 1938, when the economy relapsed. Ironically it took WW II to get the US economy finally booming again, as the war economy meant an enormous stream of orders for any company that directly or indirectly could service the massive war requirements.
