Not sure. On the other hand, the Emancipation ProclAMation was an order signed by Abraham Lincoln during the Civil War that freed all slaves in the Confederate States of America. This did not free all slaves, as states like Kentucky and West Virginia got to keep their slaves, as Lincoln did not want those states to join the South. And even then, since the United States and the Confederate States were two separate countries at that time, Abraham Lincoln's Emancipation Proclamation had no effect on the Confederates - it'd be akin to Germany ordering Britain to hand over milk supplies nowadays.
