The Shah was primarily interested in modernization and secularism in Iran. His goal was to turn Iran into a European-style country, much like Israel or Cyprus is today, with powerful industry, a first-world standard of living, a strong economy, and a West-leaning set of foreign policy views. Part of this involved the repression of Islamist groups, e.g. those who wanted to impose Islamic Law as the national law of Iran, and democratic groups, since the majority of Iran's population was still quite religious and would support Islamism.

Removing Islam from Iran. For example, Reza Shah banned the Hijab in Iran and had the police remove Hijabs from Muslim women by force.
