Marco Polo saw it being made on his trip to China and Introduced it to Italy. Sorry but nobody knows who made it or what year it was made. That is the most pure answer there is. Research shows that it was between of 1254-1324 is when invented but nobody knows who.
There is evidence that sweetened snow was eaten in Rome, China and Eqypt well before Marco Polo lived. So if you want to count that as ice cream it's even older.
