The government was mostly ruled by the English Parliament and King George the Third until 1776, when the Declaration of Independence was signed. America was then governed by the Articles of Confederation. Congress could make laws, but it was very weak. The states all had their own currency and were almost like separate countries. Actually, the 18th century (like any other century for that matter) begins at year one, so it would be 1701-1800. 1700 is still the 17th century.
