The preserved peace between the free states and slave states was achieved through the Compromise of 1850. This compromise allowed for California's admission as a free state and created a territorial government for Utah and New Mexico, allowing the residents to decide the issue of slavery through popular sovereignty. It also included stronger fugitive slave laws to appease the slave states.

There isn't any one main reason that the balance between the slave states and free states lasted as long as it did. The main reason of many is that they were both sides were profitting from it in different ways, and there were many different compromises that started around the same time as our Constitution was written that the South would be able to rule over the slave trade.
The balance of free and slave states in the senate was such an important issue because if the either had an advantage it would only help to trigger a war that was yet to come.
It was a part of the Great Compromise of 1787 also known as the Connecticut Compromise, when the small states wanted an equal number of representatives from each state and the large states which wanted the number of representatives to be based on population. Therefore the House of Representatives and the Senate were born, with the House of Representatives satisfying the large states and the Senate satisfying the smaller states.

Because it was an area in which slavery was legal, and to bring it into the Union would destroy the balance in the Senate between slave states and non-slave states. Also because the U.S. didnt want :D
