Religion was very important in all aspects of Roman life, private, public, political and military. Before its meeting the senate had to perform augury. Augury had also to be performed before war and battles. Augury was the divination of the omens of the gods.
In ancient Rome religion and government were interrelated. The Romans believed that the gods favored Rome and that they had to make certain offerings to them in the form of sacrifices and gifts in order to keep the favor of the gods for Rome. Before any public action the omens were taken and the augeres looked for signs in the sky and sometimes in the entrails of sacrificed animals. The rituals depended upon what action was being contemplated. An army never went into battle without the general or legate "taking the omens".
Until the monotheist religions took over, people had a universal view of religion. There was no problem in the various peoples of accepting that Jupiter = Zeus or any other high god - tolerance. Disruption and religious wars began only with the advent of a single god which claimed primacy: Judaism and its children Christianity and Islam did not tolerate opposition to their god, and initiated a regime of slaughter in their god's name which still persists to today. So the unity brought by tolerance within the Empire became short lived.
Religion was very important for governance in Rome. They went hand in and. No public decisions could be made and no war could be started without performing augury (the divination of the omens of the gods) first. Sacrifices to the gods were performed before a war. The Romans also had many festivals dedicated to divinities. The Roman calendar recorded the dates of these festivals, which were kept by the potifex maximus, the high priest of Roman state region. One of his jobs was to ensure that they were held at the right time and that they followed the right rituals.
