It depends on WHEN.

Germany, Italy and Japan were in the tripartite pact (Axis) from before the war.

Soviet had a pact with Germany for the 2 first years of the war. Both had a non aggression pact with Poland that they blatantly violated.

Hungary, Romania and Bulgaria joined the Axis.

In June 1941 the British commonwealth was the only warfaring party against the Axis, besides guerilla operations or small units within the British military.

In the beginning 1939-40, Czechoslovakia, Poland, Netherlands, Belgium, France, Norway and Denmark (with her union) were in short defence wars against Germany, but the government of non-occupied France with colonies was collaborating with the Axis. Some fought on the allied side instead, with de Gaulle, e.g. many Algerians and Senegalese. France had certain conflicts with Britain regarding the colonial territories, but maintained alliance in the war against Germany and the Axis.

Puppet governments that supported the Axis were established also e.g. in Yugoslavia, Greece, Albania and about 10 east Asian countries. The Baltic countries were occupied by Soviet, then germany, then Soviet again and people fought on both sides, and in the Finnish army to avoid "both enemies".

Thailand got into alliance with Japan.

Finland wasn't officially a part of an alliance, so she stood alone against the Soviet Union when attacking 1939 according to an agreement with Germany. When Soviet switched sides in 1941 due to Germany's operation Barbarossa, Finland fought against the Russians again, to recover losses, but after the peace treaty 1944 they fought Germans instead.

USA had early declared neutrality but declared war on Japan on 8/12 1941 followed by a war declaration by Germany, and China officially joined the allied side. But Soviet didn't declare war on Japan until 1945.

Brazil and Mexico also were in war with the Axis, and some of the other 18 American Union countries gave some support to the allies. Some also supported the Axis somehow.

Ethiopia belonged to the allies (many African countries belonged to the British or French empires, and were partakers basically by default)

Fascist Portugal was officially neutral, but had a pact with Britain that stipulated some practical support. Sweden was officially neutral, but voluntary Swedes and sometimes even the government helped the Finns, had trade with both Axis and Allies, allowed German transport through the country, rescued Jews but deported Baltic refugees back to Stalin.

Italy changed sides after the overthrowing of Mussolini in 1943, when the country was partly invaded by the allies, partly harbouring German reinforcement troops, that started an occupation. Other formerly occupied states also fought the Axis when the occasion arrived.

So there is no simple answer to it, but "the big three", that conferred and determined the conditions for the end of the war were UK, Soviet and US. UK's Churchill wanted to include France's de Gaulle but the two other parties, that had very little experience of international matter, refused. France was however made responsible for one of the occupation zones in Germany.
There were MANY countries, major ones such as Great Britain, the United States, France, and China, as well as others like Australia, Belgium, Brazil, Canada, Czechoslovakia, Ethiopia, Greece, Mexico, the Netherlands, New Zealand, Norway, Poland, South Africa, and Yugoslavia.

The Big Three, as they were called at the time, were The United States, represented through most of the war by Franklin Delano Roosevelt (President); the United Kingdom(Great Britain), represented by Winston Spencer Churchill (Prime Minister); and the Union of Soviet Socialist Republics(USSR, sometimes just called "Russia"), represented by Joseph Stalin (General Secretary). There were many other nations represented in the powers allied against the Axis of Germany, Italy and Japan, but The Big Three made most of the major decisions about where and how to fight and, most critical, the nonnegotiable demand for Unconditional Surrender by the Axis powers.
