The majority population especially the the middle class who owned the most means of production remained poor and unsuccessful in their businesses . During the first 20 years of the 20th century there were frequent riots and strikes during which Italian workers had occupied the factories. The government had failed to maintain peace, order and to control the upheavals that where bedevilling Italy by the time. This opened room for Benito Mussolini to rise to power since 1919 in which he began to rule in 1922.
